The Minister of Manpower Ida Fauziyah emphasized that the payment of holiday allowances (THR) cannot be paid in installments.
This is in accordance with Circular Letter Number M/2/HK.0400/III/2023 concerning the Implementation of Allowances for Religious Holidays in 2023 for Workers/Labourers in Companies.
“Religious THR must be paid no later than 7 days before religious holidays. THR must be paid in full, cannot be paid in installments,” Ida said in a virtual press conference at his office, Tuesday (28/3).

THR itself is given to workers or laborers who have worked at the company for at least one month or more, as well as workers who have a working relationship agreement with the employer for a certain part time or not.
For workers or laborers who have worked for 12 months or more, they are given THR equal to one month’s salary. Whereas for workers or laborers whose working period is less than 12 months, THR is given proportionally according to the calculation of the number of months of work divided by 12 months and multiplied by the amount of one month’s salary.
As for entrepreneurs who repay THR payments or are late, the Ministry of Manpower will impose sanctions. This is in accordance with Government Regulation (PP) Number 36 of 2021 concerning Wages.
Sanctions range from written warnings, restrictions on business activities, temporary suspension of part or all of the means of production, to freezing of business activities.
